Office Staff

President

Chuck Finnegan has over 37 years experience in the asphalt industry with the past eight serving as President of LL Pelling. He has come a long way from his first job with LL Pelling, which was to place temporary tape pavement markings over fresh pavement, one dash at a time! Chuck currently serves on the Board of Directors for the Asphalt Paving Association and the Special Olympics of Iowa.

Vice President

Brett Finnegan was hired in 1985 and through the years has served in many capacities from truck driver and Quality Control Supervisor to Project Manager. As Vice President, Brett manages the Concrete and Sealcoat Divisions and estimates projects in the Iowa City/Coralville area. He also serves on the Executive Board for the Associated General Contractors of Iowa. In his free time, Brett enjoys spending time with family and friends and all outdoor activities.

Office Manager

David Beachy was hired before the turn of the century as the Office Manager. David oversees the office staff of seven at the North Liberty headquarters. He is also responsible for helping to collect and report the financial data. He enjoys the broad range of things he is asked to participate in. He likes a good road trip with his wife and daughter and tending to an acreage.

Safety Director

Julie Maxfield was hired in 1996 and has worked in many different capacities. Her current role is Safety Director and Insurance Coordinator. Julie’s primary responsibilities include safety training, jobsite inspections, accident investigation, insurance, worker’s compensation and drug and alcohol testing. She has completed both the 10-hour and 30-hour OSHA classes, First Aid, CPR and AED training, and is a certified collector for drug testing.

HR/EEO Officer

Billie Sue Wille is the Human Resources Director and EEO Officer. She is responsible for employee benefits and administration, orientation, employee/labor relations and company events. Billie says of her job, “I enjoy working with the friendly small-town, down-to-earth employees in the road construction business and know most of them by name.”

Payroll Administrator

Anne Manderscheid has been with the company since June 2003. As the Payroll Administrator she is responsible for payroll, banking and related employee services, including record keeping and reporting.

Contract Administrator

Cathi Skriver has been the Contract Administrator for the Cedar Rapids market since early 2007. She is currently working with the two estimators for that area, DeWayne Heintz and Joel Gryp. Cathi has nearly 20 years in accounting and administrative experience. Outside of work, Cathi and her husband farm and operate a full-service horse boarding facility.

Contract Administrator

Melinda Hawkins has been the Contract Administrator for the Iowa City market since early 2008. She is currently working with the two estimators for that area, Brett Finnegan and Barry Rhinehart. She graduated with an AA in Accounting from Hamilton College in 2006. Melinda enjoys the outdoors and spending time with family.

Receptionist

Nancy Smith was hired as the receptionist in 2003. Some of her duties include answering the phone and greeting all visitors at the North Liberty office. Nancy also performs supportive functions for the estimators involving typing proposals, invoicing sealcoat work and typing correspondence letters. Nancy enjoys dancing and taking care of her grandchildren.

Accounts Payable

Kathryn Hull was hired in October 2002. She manages all aspects of Accounts Payable along with tracking ACC oil and diesel fuel contracts. Kathryn is involved in the Cedar Rapids Boat Club.

Payroll/Marketing

Carrie Herrera has been the Payroll Practitioner since 2009 and also helps with marketing. She graduated with a BBA in Marketing from Mount Mercy College in 2010. Her main responsibilities include processing payroll, maintaining employee time sheets and attendance records, website development and updating the social media websites. In her free time, Carrie enjoys practicing Spanish and traveling.
